She said there had been contact between the council and the church after a fire at the property in 2012, which needed emergency works to repair the roof of the protected building. Windmill Hills is a grade II listed building which, in 2012, suffered extensive fire damage to the north wing. Works to repair the fire damaged wing started in January 2013 and this includes the careful removal of the cupola from the roof to enable it to be repaired in the workshop and reinstated on the roof, once the full repairs are complete. Meanwhile every day no work is done, the Windmill Hills care home's condition gets worse and the cost of renovating it gets higher. "The buildings we are opening are of high quality and perfectly renovated," said Mr Wilson. "To achieve this standard requires a lot of planning, time and funds. Councils can require owners to carry out repairs to listed buildings, or undertake works themselves and bill the owner. Keith Shevill is licensee of the Black Bull, a pub that shares a car park with the Windmill Hills property. The Scientologists take care of the grounds and he worked with them to clear up the car park, cutting down old trees and hedges. But he said "absolutely zilch" has happened to the main property, aside from work to repair fire damage. The council’s planning department had recommended approval for the scheme saying “it is considered that the proposal would not cause harm to the Grade II listed building”. It was finally announced last October that the church was pushing ahead with plans to redevelop the site into a new regional headquarters, and those proposals were given the green light by council planning chiefs on Wednesday morning.

This will attract drug users to the area which is backed onto a child’s park and a large house estate. This will also attract high volumes of traffic and parked vehicles to the estate. It may also devalue the house prices around the area having a prison like facility adjoining to the estate inhabited by a cult and drug addicts. Due to the addicts being drawn to the facility we may also see a rise in crime in the surrounding area. "Any new use of the building would be likely to require a further planning application," said Emma Lucas, development manager at Gateshead council.
